Fix CI workflow for shellgenius project

- Changed from Rust/Cargo workflow to Python/pytest workflow
- Added proper Python 3.11 setup
- Added test, lint, and type-check jobs for Python project
- Fixed linting to only check shellgenius/ and tests/ directories
